Jia Kang, member of the 11th and 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC National Committee), now serves as specially-appointed expert of the CPPCC National Committee’s Political Talent Pool. He is the president of Huaxia New Supply-Side Economic Research Institute, and research fellow and doctoral supervisor at the Chinese Academy of Fiscal Sciences. Used to be a long-time director of the Institute of Fiscal Science of the Ministry of Finance, he is now a specially-appointed expert, consultant or advisor for many local government bodies in Beijing, Shanghai, Fujian Province, Anhui Province, Gansu Province, Guangxi Zhuang Autonomous Region, and Tibet Autonomous Region. He is also a distinguished professor at many high education institutions, including Peking University, Renmin University of China, the Chinese Academy of Governance, Nankai University, Wuhan University, and Xiamen University. In 1988, sponsored by the Heinz Fund, he participated in a one-yar visiting scholar program of the University of Pittsburgh. In 1995, he became eligible for the special government allowance of the State Council. In 1997, he was named “high-level academic leader” under the New Century Talents Project. He has been invited many times by the CPC leadership and the central government to meetings on economic issues. On January 8, 2010, he gave a lecture on fiscal and tax reform at the 18th collective learning session held by the Central Political Bureau. He was awarded the Sun Yefang Award, the Mundell-Huang Da Award, and China Soft Science Prize. Jia is also a member of the expert committee for the development of the 11th, 12th and 13th Five-Year Plan.
In 2013, he initiated the Huaxia New Supply-Side Economic Research Institute and the China New Supply-side Economist 50 Forum, to which he served as the first president and first secretary general. He also took the position of chief economist of the second council of the institute. During 2015–2016, New Supply-Side Economics, Supply-Side Reform: A Concise Reader on New Supply, and China’s Dilemma: How to Cope with the Middle Income Trap (recognized as “Good Read of the Year” by China Book Review Society and CCTV in 2020) co-authored by Jia Kang and Su Jingchun were published. Ten Lectures on Supply-side Reform published by Jia in 2016 was named “National Excellent Textbook” by the Organization Department of the CPC Central Committee, the State Administration of Press, Publication, Radio, Film and Television, and the National Library of China. After 2017, he wrote and published many monographs, including Theoretical Model and Practical Path of Supply-side Structural Reform, Future Public Finance and Tax Associated with Supply-side Reform, and General Theories of Public Finance. According to the statistical analysis of more than 7 million papers published in 6,268 academic journals of philosophy in China from 2006 to 2015 published by Assessment of Social Sciences in China, Jia, who published 398 papers, was the most cited and downloaded author in economics in China with 4,231 citations and 204,115 downloads. His comprehensive index score stood at 3,429, way ahead of the others. It could be said Jia is one of the most remarkable, prolific authors in economics in China.
